The same thing happened between my little stinker and my cat (RIP Zoey). The way I solved it was by moving the cat's food bowl up high where only she could get to it. This way Duchess couldn't chase her away.

To solve the jealousy issue, every time Duchess tried to chase the cat away, I would simply put Duchess in the powder room for a 10 minute time out. She hated being stuck in the powder room. She started associating it with chasing the cat so she gradually stop chasing the cat away from me. Zoey was able to get cuddles from me without the fear of Dutch chasing her away.

While it didn't stop her 100%, it greatly reduced her torturing of the cat and eventually they were able to co-exist although they still had the occasional "argument".
