Zoe is not much of a tail wagger either. To show she's happy, she makes lil yip noises &/or spins around.
The times that you can guarantee a crazy amount of very fast tail wagging, is when someone comes to our home that she knows. As soon as she sees my kids in the driveway getting out of their cars, or my mum, ZoE's lil nub goes nuts! She doesnt wag at all when I come home though.
