Default Puppy doesn't wag tail

I have never seen a puppy that doesn't wag it's tail when happy. But our little girl, Roxie, can be joyously happy- yet the only time that tail ever wags is when she sees another dog. Even then it's only a little- like few wags- and only for a short time when she first sees the other dogs. She LOVES to chase other dogs and play...but once the initial greeting is over..no more wags while playing.

Is this common? She gets very happy to meet new people, at feeding time she spins and jumps for joy, and when played with she is boisterous and happy...but no wags.

All the other dogs I have had were little hummingbird tails. What gives? Anyone ever seen a dog that doesn't wag it's tail?
