I know exactly what you are talking about. I saw a jar of those at my vet's office as well. The best thing to do is to ask your vet where they come from.
Edit: I just checked your first post where you said your vet's receptionist told you they come as samples from the Heartguard company. You might call around to other vet offices, but my guess is that they are only available to vets as promotional materials. Another option would be to contact the heartguard company directly to see if you can purchase them.
