I don't know anything about birthing Yorkies so will bump this up for you. Do you have a mentor who can help? Frankly, if my vet could not give me any help I would be looking for/interviewing other vets. You could get the X-rays and get some second oppinions.
Hopefully someone from the breeders forum can help you.
