My experience with dogs is that they need to sniff butts in order to get along. That is totally normal and once they get enough of that they will get a pecking order of who is dominant and who is submissive.
She sounds like she wants to play with the puppy and then the puppy gets too rough with her.
Some dogs get along from day one and some take weeks/months to get along and rarely some never fully get along. I think yours will be in the middle.
Let them sniff butts if that is all they are doing and getting along should actually happen faster as that is how dogs adjust to a new dog in the house. It is how they want to greet a new dog they meet.
I would watch the playing and break it up if one gets too over worked, over excited or just plain tired of playing.
As long as there is no growling I let my dogs sniff each other, even though it annoys me like crazy. My Yorkie will only play with me and not our other dog because the Yorkie is 7 lbs and the other dog is 80 and the Yorkie is a little afraid of him still.
