It doesn't sound like you have a leash walking issue, it sounds like you have a dog sniffing issue. Dogs like to sniff every inch of what ever it is that attracts their attention. At one time I had a pack of 3, they were walked every day, 3 dogs all had their own sniffing spots, and yes, had to sniff and resniff every inch. If I got impatient with the amount of time they were taking, and if I tugged on them to move on, I got the same reaction you are getting, breaks on refused to move, so I let them do all their sniffing. Let him do all the sniffing he wants to do, they need to fund that perfect spot to pee or poop.
