Our shelter is the same way. You pay more for altered animals ($50 I think), but they
do adopt out unaltered($25) animals as well. I think they have you sign paperwork stating you'll have them fixed though within a certain time period. In Tennessee, I went with one of my sorors to a shelter to pick a puppy and they adopted a female chihuahua out to her unfixed(with no spay contract). It just depends on the shelter.
