Its hard to tell by just the picture. If you want to know the difference in silky vs cottony then you can tell by the flash color in the eyes. If you get green eye shine the coat will most likely be silky if red eye shine it will be cottony.
Some mixed yorkies will have wiry coat based on what they are mixed with so that may explain the coat texture of your friends yorkie.
