It very likely could have been a toxic reaction to flea & tick treatment. Most products are not advised for young puppies, especially dips and shampoos.

I would not withhold food in a young pup due to risk of hypoglycemia, which could have been the cause of the problem in the first place. The loose stool will likely clear up as he adjusts to the food, and you could supplement with feeding him some boiled chicken and rice, which they love. Stress of going to a new home can also cause runny stool.
