One of mine is afraid of any dog larger than him, which is almost every dog he meets since he's barely 5 lbs. When on a walk we just avoid other dogs, or if unavoidable I pick him up. He gets along with our other dog at home so that is fine with me. I don't go to dog parks so it's not important for me for him to get along with other dogs. Plus we don't board him at dog hotels or go to the groomers since I groom him, so it's a non issue to me.
If you want your dog more socialized I would advise you to see a trainer.
