Pepper is a puppy right? if so it is completely natural it seems like a right of passage for them. Lola did it with Toilet Paper and with boxes of tissues if she could get her paws on them. She will get over it in the mean time take the roll off the holder and put it on top of the toilet tank, this way you can get to it when you need it but she can't. Eventually they loose interest in it.
