Both of mine do this too! Drives me nuts! Only while they are on leashes or just can't get to the other dog. Neither of them are aggressive in any way, they just was to greet and sniff the other dog. But with the way they act the other dog usually freaks out and tries to get away from mine. I don't like to let other dogs get too close to them just in case. If it is a dog they know and get along with they aren't as bad. They bark less and its mostly just a struggle to get to their friends.
What I try to do is walk a ways from the other dog, while the carry on like I'm killing them, then make them sit and calm down. They will but as soon as I start walking again the start up again. After trying a few times I end up picking them up and walking away in shame because I can no longer take Axel's yodeling cries anymore. I would also love to know how to break them of this.
