Default Barking at other dogs - need suggestions

Okay guys I need some suggestions.
I took Dutch to a park (not a dog park) that has hiking, walking and jogging paths. It was the first warm day and this park was crowded. It took about 10 minutes just to find a parking space.

Dutch is hyper energetic, she couldn't wait to get out of the car. She just doesn't stop moving. Anyway plenty of people bring their dogs to this park and they were out yesterday....thankfully dogs have to be on a leash. However, I couldn't enjoy my 2.5 mile walk because Dutch has to bark and lunge at every dog that walked by. Fortunately she is not aggressive and is on a leash (as are the other dogs). If I don't let her go up to dogs (which I don't unless it is another Yorkie) she does everything in her power to get to them.

The interesting thing is that when she is at the dog park, she doesn't bark at other dogs at all. Maybe it's because she is actually able to approach them. She is friendly with other dogs and has never attacked one. It's like she has to approach them and she won't stop barking until she does. I was so embarrassed yesterday at the park. She reminded of the kid in the grocery store whose mother doesn't know how to control her kid.

How can I stop this annoying habit? How do I distract her when she sees another dog? I've tried yelling no at her, picking her and walking in the opposite direction. No luck. I love walking her but it is definitely not an enjoyable stroll when other dogs are around. Other than that she is actually pretty good when we are walking. If I could just contain her excitement when she sees another dog, she would be the perfect walking companion.
