People who torture animals, or harm them the way Leo's killer did should be prosecuted and punished much more severely than 3 years. That was deliberate cruelty with a lot of solid proof to back it up. We need to concentrate on putting away creeps like that because if they can treat animals that way, they're a threat to people as well.
There are many laws already on the books to protect animals. They just need to be enforced better, and the witch hunting needs to stop. Adding more laws just bogs down the system and opens the doors to abuse of the people who are trying to live peacefully with their animals.
I can't help noticing the lack of interest in this tread. One way or another, people should be on here spitting mad.
