Whatever you are doing may not be the right shampoo or something - you never know unless he's rechecked by the vet to tell him the initial recommendations aren't working. When Tibbe's allergies were bad, he air-licked, I think out of just distress, in addition to occasional scratching and pawlicking. Once the meds calmed his down, he stopped licking the air, scratching and pawlicking. It can indicate a dog who is who is uncomfortable and doesn't know what else to do. I'd get him in for a vet re-exam and now that he knows what doesn't work, he should know better how to help him and and start him on whatever professional treatment will make him feel better soon.
