Don't give up. Consistency and persistence is the key, it's only been a few months. Trust me they do catch on. It took my last Yorkie a full year to finally catch on. It was mostly my fault because I wasn't consistent and persistent.

I would try a new method and when that didn't it work fast enough for me, I switched to another method. Does that sound familiar? if so. Find one method and stick with it. Don't constantly switch up. Once I stuck with it, she gradually begin to catch on until it was second nature for her. Whatever you do, try not to put unreasonable expectations on how long it should take for her to be potty trained. My current Yorkie caught on in only a few months. Every dog is different.
