Some are more stubborn than others. Magnus took maybe a month or two?.. Zoey... yeah... I think took over a year. I used different methods as well but Magnus just "got it" sooner.
Being only 4 months is still really young so I don't think she's really all that out of the norm. Have you checked with the vet? See if there are any physical issues with her?
I know you said you tried every method for "couple of weeks" but that might not be long enough for it to work. Instead of every hour, how about taking her out every 30 min?
For the crate... have you tried playpen instead? Where you can leave a pee pad for her to potty? At least that way, she won't wet her bedding. Which.. is bit weird b/c usually they don't like to potty where they sleep.
