They make pads with sticky backs made especially for playful puppies. Try those.

As for at night, I would take her to her pad every half hour or hour. Don't expect her to go to it herself. She is still very young. I use the tether method when I get a new foster in the house. Put on the harness and loop the leash through your belt loop and attach yourself to the dog. That way they can't run off and pee somewhere. That also forces you to pay attention to them. If you are doing something were you can't have her tethered, then put her in her crate with the door closed.
