Congratulations on your new baby!
For eye boogies, I use a wet cotton ball and wet down the area first. Then I use a flea comb with tightly spaced teeth to comb out the gunk. My boys get boogies from hair being in their eyes when they snuggle at night. Max also had some allergies last fall that made them worse.
