To be fair to the owner. She was in an apartment complex, maybe she carried her inside and put her down on the floor once she was inside.. I know that some of us do allow our babies to walk without leashes.. I don't personally because Daisy is too wild and I think that she would run, but it's not fair to judge why she wasn't on a leash.. It's just a sad thing that some horrible, horrible people (dare I even call them people) did...
