I think it's a stupid thing to do. And who ever made it a rule, should have their tail docked! It has nothing to do with health, it would be different if it was, but no, it's done for looks.
Now, they are rethinking it, and might put a stop to it. I know in Germany, they won't dock Rotties anymore. A Breeder told me that, so he's not going to dock his litters anymore.
I've seen pictures of very cute Yorkies with their tails.
