I agree a dermatologist Vet is the next step.
I agree with Wylie's Mom, but could also be walking dandruff. Caused by a mite. Use a medicated Shampoo twice a week for 3 weeks. His coat looks oily but skin is dry, which leads me to believe it's a skin bacteria.
