Its really a toss up, the thinner the ear and the hair the better chance you have of them standing up. I've had pups that ears never stood up, others that only one did no matter what myself and the new owners did to help them along. Than of course some that both stood up. The ears need to shaved in order to prevent the cartilage from bending over from the heavy hair and if you have a cotton coat the thickness of the hair is even thicker and heavier.

There is still the chance that they will stand but not without some help. I myself do not like using tape but I do shave them and keep them shaved. I also suggest that the families keep them shaved or have them shaved by their groomer. I would try that first. If it were me, I'd shave the entire ear (back & edge) than occasionally massage the ears gently to help strengthen them. Don't worry it grows back !!
