Wow, my heart goes out to you and your daughter and the lil baby.Not your fault but I just need to say, how awful for the baby to be re-homed a 3rd time. Good he is only 11 weeks, I believe he will adjust quickly since seems he hasn't been in both homes long enough to form a strong bond. When I was a renter I lived in a pvt house, landlady lived below me, every 3rd year I was buying another yorkie till I ended up with 3, she never charged me for having a dog or the 3 I ended up with, actually I don't believe any landlords were charging extra for dogs back then. I lived in NY at that time. Truly sorry you and your daughter have to go through this. (((HUGS)))
