In my opinion the dogs going for over $2,000.00 plus are normally sold by internet savy breeders or brokers, some are just puppy mills with fancy websites, some are brokers that bring bunches of dogs in from countries like Korea or Russia. Most of those type of breeders have a hook, like selling the very tiny ones, the ones with baby doll faces or the "exotic" ones like gold dust and so forth. I would run not walk away from those breeders since their dogs are often misrepresented and unhealthy. A show breeder that health tests and breeds to standard which would not be super tiny on purpose normally sell their pet quality dogs for $1,500.00 to $2,500.00. Dogs sold in the $500-$800 range are usually sold by kitchen/backyard breeders. Some are good and kind owners that know what they are doing and some just have litters to make money.
