We had the same problem recently. Teddy had an itchy, flaky spot on his rump before his tail. Make sure you rinse shampoo out really, really well. Organic coconut also helped us, although greasy as you wrote.
We also put out dishes of water on our floor vents to put more moisture in the air. That helped the most. We have to clean and refill them at least once a day.
Bathing can be drying, but it also helps slough away dead skin. Bathing too little can actually create problems just as much as bathing too often. If you have a warm room for baths, try to use water that is not too hot.
Hoping your baby's problem is just weather related.
