I dont know how it works where you are, but our dog license lists the microchip number. When a dog received at animal control it is checked for a tag and scanned for a microchip. The tag and/or the chip # is run through the county database. If licensed, the dog is put in a private ward, while contact is made with the owners.
If not registered, the dog is placed in a public ward. A sign denotes when the dog was received and when it will be made available for public adoption. If chipped, the chip registry is checked and attempt is made to contact the owner for 10 days, then is up for public adoption. If during that time the owner comes forward and is a county resident, they will have to show proof of rabies vaccination. If not vaccinated, vaccination will be done and charged to the owner, along with a $300 fine, a $25 impound fee and a $9 per day resident charge.
It the dog is not chipped or tagged, it will be deemed a stray, put in a public ward and made available for adoption in four days. If the owner comes forward all the above fees will be charged; rabies shot, $300 fine, $25 impound fee, $9 per day resident charge.
