I have had dogs for 5 decades now and have done everything from AKC dog shows to Shutzhund (ok NOT with Yorkies on that). I have also found that if you take a lesson from alpha dogs and mimic their tones in you voice, it helps a lot. For instance, if you watch momma dog and her puppies, when they get out of line, she does little growling tones.
So my suggestion, just to reinforce what others have said, is when you tell him "No" or "Quiet" you use lower voice tones (like as low as your voice can go) and make it a little gravelly. My personal experience is that this tactic works to quickly correct bad behavior not only by helping to put you in the "Alpha" or Momma dog position, but also by saying in their language that something is not acceptable behavior.
