Up until 12 weeks a pup should still be with there mom learning about biting and such. If he is biting you have to teach him not to and you will have to find the way that works for him to teach him it might be saying no and putting him in a dog play pen, or giving him a little squirt with a water bottle and saying no. I would not neuter a pup until 6 months but your issues are not because he needs to be neutered.
