At 11 weeks old there is no way your puppy is "aggressive". He is playing the way pups play. You should see my two pups play, you would think they are trying to kill each other, but they are just playing. The mounting at this age is also just play. My Shih Tzu would mount my yorkie when playing when we was about 13 weeks, but he no longer does this. You are his new mom, so you have to teach him that this type of play is not acceptable. It will take time, but he will learn. Both of my dogs had to learn that it okay to play with each other like that, but not with the humans in the house. As far as neutering, most would say not before 6 months of age. Both of mine were fixed at 6 months. Good luck with your new little boy!
