Puppies must be free fed so this does not happen to them. Once they get older, you can opt to cut back on feedings, but as puppies they MUST HAVE fuel, that is CALORIES, to sustain their development and keep them up and running! If you weigh your puppy every day, and you see the baby is loosing weight, you have to look at how much you are feeding....they will all have growth spurts, but a puppy should not loose weight! FEED these babies, and worry about potty training when they are older and their systems stabilize!
