It's going to take months of daily work, I used to give Lola crunchy treats constantly while I brushed her and gradually spaced them out. It took about 6 months of daily work to get her totally used to it. Now she gets 2 treats, one for getting on the table and one when we're done.

Grooming on a hard surface does help, I use my dinning room table covered with a towel.
