Default Unsociable to Other Dogs; Going Abroad

Hi, my Jake is almost three years old now and although he's not aggressive he barks a lot at people and other dogs. I took him to obedience classes some time ago and he can do a few basic commands - sit, stay, down, come (somewhat) but I can't seem to get him to relax with other people and dogs. When he was quite young, he was attacked by another Yorkie, before then he seemed fine. I'm scared to leave him get close to any dogs. When I was young I had a small dog and one day when I took him out for a walk he was attached by another dog and was killed, so naturally I'm thinking Jake may sense my own fear?

The problem now is that I have to go abroad for 5 to 10 weeks to accompany my husband who requires cancer treatment. I've already got someone in mind to house/pet sit (I have also 5 cats) for 5 weeks but I need to also think about another 5 weeks. I was wondering whether I should find a temporary home for him with my neighbour but she has another male Yorkie. Any advice would be appreciated. Also, do you think that Jake would miss us while we're away. Thanks.
