Sounds more like a behavioral specialist would be more beneficial in this situation. I know you said he's not food driven.. how about toys? Is there ANYTHING he likes?

As for potty training, have you tried limiting his space? Are you trying to have him go only outdoors or do you have pee pads? Also, there's a spray that's supposed to "help" them know they're supposed to potty in that spot. Doesn't work for everyone but it does for some (including myself).
