Animal Smiley 036 Neurological issue or Depression!?

I have a 6 year old Yorkie and he's been acting very strange for a week now. He still eats his food and he still drinks fine. He seems to have episodes where it's like he staring straight ahead, but not knowing where he is. He also acts nervous like someone has hurt him. He gets a really scared look on his face-like what is going on. He still plays but seems to sleep a lot more and is now a little hesitant or scared to go down the steps but not all the time. He had a bit of diarrhea 2 weeks before due to new and old food not mixed well but that cleared up and no issues since. He pees and poops fine.

I took him to the ER Vet 2/09/15 because he seemed almost lethargic and seemed dehydrated to me. They ran blood work and did physical exam and said nothing was wrong. The next day he still didn't seem right to me and everyone kept telling he's fine. So I waited until 2/11/15 to take him to his regular vet. I advised them of the ER visit and that he still acting strange. The vet went over results from ER Vet and she gave him another physical examination and said everything was fine. I asked her to do an eye exam so she did and all she found was a little bit of conjunctivitis gave drops and said he's fine. I called the vet the next day and explained in detail again the above symptoms. Vet said it sounds like anxiety or depression and we could try him on med!? Symptoms started 02/08/15 he was his normal self until early evening. I do not believe it's anxiety or depression. Any ideas or suggestions would be great!
