I would personally go with the radiologist.
It makes sense to me that he would have the trouble under anesthesia for this kind of thing. Don't be scared of a biopsy yet, it might be somethibg they can aspirate or do with ultrasound (another reason for doing this in the hospital with a boarded rad)...,but talk to your vet about that. I am glad you have pet insurance but that does suck that the premium more than doubled. Which company is this?
