I would have to say yes it is a scam, we have had many unsuspecting people come to Yorkie Talk with email of the almost the same content. Please do not send them money.
If you are looking for another Yorkie to join your family I would suggest you post in the General Yorkie area. There are a lot of experience Yorkie owners there who can guide you in finding your next family member.
I am sorry for you loss and I can fully understand your wanting another Yorkie but please do not fall prey to this email.
