Because he is so young and tiny, I would not hesitate to bring him to the emergency vet. These little pups can go down fast. Could be a reaction to the flea preventative, or something he ate, or an illness.
I would bathe his body, shampooing and rinsing well twice.
If his mouth gums are pale color and sticky to the touch, signs of serious dehydration, he definitely needs urgent care.
I would discontinue use of this topical and talk to your vet about another one.
