Welcome to Yorkie Talk. I would take your little girl to the vet. The hacking could be caused by so many things: kennel cough, infected throat, something stuck in her throat . . . and many more possibilities.
I would not risk flax seed, high fiber, brown rice -- you could make her very sick.
Choosing a dog food brand can be a challenge. At WalMart or the grocery stores, my choice would be one of the better Purina blends. I feed my boys Fromm, which is available at the pet boutiques. Maybe someone else will have some suggestions for what is available at PetSmart and Petco.
