She is still pretty young to have complete control of herself. But if you are persistent and consistent she will get it. The general rule of thumb is to not give the pup free run of the house until they have pretty good potty control. That is less frustrating for everyone.

Yes still only a wee baby at 10 weeks. Patience, consistency, praise and reward is a must in potty training. You're on the right track, baby just needs more time.
