Sounds like my little baby, Kimchi. When I first got her she had an amazing pee-poo pad skillz, but when they are raised long enough by momma and littermates they learn to not "go" in or near where they eat/sleep. They also have less control over it so sometimes if they are not close enough to the pads they'll just go to the nearest comfortable area to do it at. She gradually got worse as she got older cause she kept either going elsewhere or missed the pad. But now she has specific spots she's learn to go at but we're slowly working her to go outside. So yea, just keep consistent with her, it took our past yorkies about a year to fully be trained not to go in the house. And every so often there would still be accidents ^^;; with our male it was marking and our female at the time has incontinence issues.
