Absolutely! And I agree with Sirteddykins. You as a person aren't expected to get along/be friends with every person you come into contact with so why should your pup? My Rasta is 2.2 lbs and my husband's bulldog is 60. I didn't expect them to get along (they do) but if they didn't I wouldn't force interaction between them. Maybe when your puppy is a bit older you could take him/her to meetups with dogs around his/her size. Although your neighbor's dog may not mean to hurt your pint sized pup, accidents happen all the time and that situation can definitely can be avoided since the bulldog isn't your dog and doesn't have to interact with your puppy.
