Be cautious. My neighbor's sweet bulldog had enough of his doxie sibling's similar behavior and things turned bloody.
If your neighbor is willing, try walking the dogs together. Constructive activity is a great way to focus dogs and desensitize. Having the dogs perform tricks for treats together (sits, handshakes, etc) is another.
