"Support large breeding facilities" can also mean "no BYB's". Under new federal mandates with all the regulations and requirements and restrictions imposed on breeders, it is a reality that "large breeding facilities" are actually well scrutinized, closely monitored, and meet all requirements and mandates issued by the federal government, in their attempt to eradicate puppy mills, hobby breeders and fanciers, and meet USDA laws.
