Since she has problems "listening" to you or paying attention to what you say, working up close at first to pop that treat into her mouth the moment you say "Come" will begin to connect the two in her mind pretty quickly. Naturally when you train her outside, she's in a fenced yard or on a fifty-foot extender lead you hook onto her regular leash to allow her to wander off a ways in order to test her reactions to "come" outside. Trust me, if you've trained her well inside B4 trying it outside and she thinks that warm, boiled chicken is waiting for her, she'll come running! Best of luck to you!
