Yup...that sounds like reflux to me. Regurgitation due to reflux is when it just basically comes right up without warning (whereas w/ true vomiting, there would be hacking/heaving then vomiting).
First line treatment is very basic for reflux in dogs - vets just recommend regular Pepcid, at the right dose. Your vet may even give you the right dose over the phone.
