Buying new pup. HELP! Newbie. Hello!

I recently lost my 2 year old Yorkie, Barry, in a tragic freak accident.
I have been trying to find a new pup. I'm in Australia and there aren't a lot of breeders and many have said they will only have new litters in December.
I have found two in New Zealand. The breeder is new the breeding, only 6 years but she's working with a breeder with 40 years experience.
I've never bought a pup from overseas and it's kind of terrifying. Also the pup has been desexed and tail docked. I'm not sure if that's good or bad because they were desexed so young.
The breeder is pushing me to decide, apparently they have others wanting the pups. They are 15 weeks old, so I'm not sure why she hasn't sold them already, but whatever.
I'm feeling torn. All the advice says I should see the pups, play with them etc. and all that, but it's just not possible in Australia. She's sent some photos but I just can't tell if they look ok or not, their ears seem big. I just don't want something that's timid or fearful. I think maybe I just haven't asked enough questions??
I'm lost. I'm trying to make sure I buy a dog I will love as much as the one I lost... and I know I will, but in a different way. I just don't seem to be able to feel good about this, so many unknowns, and they are so far away.
Am I being unreasonable? Should I be worried? Any thoughts would be wonderful.
