It's a personal choice really. I live in the Washington, DC area and it hasn't necessarily been bitterly cold to me. I haven't put on boots or sweaters. She doesn't shiver or seem cold. She likes to go outside and explore. But we don't stay out long either.
In the house, she doesn't wear clothes.
