No that is a different kind of surgery to TPLO. There are many different kinds of repair for Medial Luxating Patella, some dependent upon ACL or CCL tears. I am at work, I will try to find the article that talks about the different surgeries when I get home.
I would definitely get a second opinion from another ortho vet and in particular where 107Barney recommended. She is in the States and knows your area and some of the specialists with in it.
